Also known as a TDR meter or 'Time Domain Reflectometry' meter.
It sends a pulse down a wire and measures the time taken for the reflected pulse to return to determine the distance to the end of the wire, or the break or short circuit.
Great for finding where to dig or cut to find where a cable is damaged.
